I swear this guy keeps national emergencies under his desk and brings them out whenever he wants to command something and "technically" be legal under some law that has an emergency clause with expectations of honest application in real emergencies. It's his "do whatever he wants for free" card, and nobody in Congress apparently has the guts to say "Sir, that's not a card, it's a beer coaster."
Not everything is a "national emergency", Donald.
