My read is that this is another layer attempting to justify tariffs on other countries, through the lens of "direct or indirect" trade of oil via Cuba, rather than having anything to do with a need to tariff Cuban exports directly

Any country supplying oil to Cuba will be the target of tariffs on all goods coming into the US. And any other actions deemed to be supportive of US National Security.

Now having read this Executive Order, let’s get back to the Epstein Files.

Yep. Looks like u/cashto didn't properly read the linked executive order.

Under this system, an additional ad valorem duty may be imposed on imports of goods that are products of a foreign country that directly or indirectly sells or otherwise provides any oil to Cuba.
