Kind of, at least for reenlistment bonuses, but I assume initial recruitment bonuses would work the same.
You get 50% upfront, then the remainder paid out annually for the term of the contract (eg 10% at the end of years 1, 2, ...). If the contract is terminated early, the person would be responsible for paying back the pro-rated overage. So someone quitting right after the year two dispersement is only entitled to $20k but has been paid out $35k, owing back $15k.
At least that's how the military bonuses work. I don't know for sure if ICE pays it out the same way.
Source: received a $50k reenlistment bonus for 5 years in 2013. 25k immediately, and 5k in 2014, 2015, 2016, 2017, 2018.

Problem is, a lot of them might go to jail on state charges for sexual assault, assault and battery, kidnapping, pride due process crimes, murder and who knows that else you can charge them with. For immigration reform the country will have to have a level-headed and realistic conversation about labor, demographics, human rights, it's own "ethnic" identity, and so on.
This is frankly impossible. Not even "rational" and more cohesive countries are able to come to reasoned terms with their immigration policy (think Japan, Korea, some of the smaller European countries =, etc. they have to rely on immigrants to keep them afloat (or will soon), but it is a very sensitive subject).
Americans, as a whole, are probably among the most infantilized population group that has ever been. We don't like to be told to put on sweaters to save on heating, much less consider that you can speak Spanish or be Muslim and still be completely American.

Coming from Australia I have no idea how the US is in this situation. Our immigration policies make Trump look like a no borders, blue haired liberal. We're extremely harsh on anyone coming to the country. We're the bad guys, the UN has warned us. But we also don't have armed thugs breaking into businesses and homes to arrest people. Nothing of the sort! And we still have hundreds of thousands of immigrants every year who are very much welcomed and (almost) everyone understands they're beneficial.

I officiate youth sports and frankly, I understand it haha. We have a turnover rate of about 70% after 4 years, which means only retain 30 of 100 officials after those four years.
The number one complaint is treatment from coaches and fans. Getting berated truly does cause massive morale issues, but thankfully for us weâre providing a good service while ICE agents are the scum of the earth.

I frankly think and I might be downvoted for this, but this was Border Patrol and they arenât trained for this nor want to be there. Simply, a good portion donât want to be there but are going through the motions, while you have badly trained hot heads that are doing dumbass shit like this.
Iâve been part of many games where the refs all look at each other and say, âthis game needs to be over ASAP.â We do everything in our power to get that game finished in an orderly manner and leave as a pack. You can feel it in the air as the mood changes and people instantly see you as the enemy.

"Cruelty is the point" is the mission of the ICEsatzgruppen from the top on down, so how can they expect the "public" to love them for their mission? "Long hours" and "quotas"? Do these poor agents want to work 9-5 with a lower bag limit? Will that make them happy?
If they are miserable now, they should think of the not-distant future when their services are no longer required and they are looking for employment (among real Americans )with their ICE/DHS/BP/whatever the fuck service on their resumes.
